On March 16, Ambassador Li Baodong, Permanent Representative of China to the United Nations and President of the Security Council for March, held a Security Council open debate on the issue of Libya. Before the meeting, all members of the Council observed one minute of silence to mourn for the victimes of the earthquake and tsunami in Japan.
