Ministry of Foreign Affairs Holds Briefing for Chinese and Foreign Media on President Xi Jinping's State Visits to Russia and Germany and Attendance at 12th G20 Summit

On June 29, 2017, the Ministry of Foreign Affairs held a briefing for Chinese and foreign media. Vice Foreign Minister Li Baodong, Wang Chao, Assistant Foreign Minister Li Huilai, Vice Minister of Finance Zhu Guangyao, and Vice Minister of Commerce Wang Shouwen introduced the relevant information on President Xi Jinping's state visits to Russia and Germany and attendance at the 12th G20 Summit, and answered questions from journalists.

I. On the State Visit to Russia

Li Huilai expressed that President Xi Jinping will pay a state visit to Russia from July 3 to 4. During the visit, President Xi Jinping will engage in the following activities with President Vladimir Putin such as holding a small scale exchanges, co-chairing talks, jointly meeting the press, attending signing ceremony and welcome banquet, and meeting guests from all circles of China and Russia. Jointly mapping out the development direction and goals for China-Russia relations under the new situation, the two heads of state will further deepen political and strategic mutual trust, facilitate bilateral cooperation in various fields, and consolidate ties of interests. Both heads of the state will jointly sign and issue a communiqué and ratify the 2017-2020 implementation outline for the Treaty of Good-Neighborliness and Friendly Cooperation between China and Russia. Relevant departments of the two countries will ink multiple important cooperation documents in various fields such as economy, trade, energy, investment, connectivity, media, and education.

Li Huilai pointed out that Russia is the comprehensive strategic partner of coordination of China. In recent years, under the direct guidance and promotion of President Xi Jinping and President Vladimir Putin, China-Russia relations have reached the highest level in history. It will be President Xi Jinping's sixth visit to Russia and the attendance at major international activities in Russia since his assumption of President, and will be the third meeting between the two heads of state in 2017, which is of great significance to promote the development of bilateral relations at a high level, consolidate mutual trust and mutual support, and promote over-all cooperation. It is believed that under joint efforts of the two countries, the visit of President Xi Jinping to Russia this time is definitely to achieve a successful completion, open up new situation for the high-level development of China-Russia comprehensive strategic partnership of coordination, and will also make new contributions to promoting regional and world peace, stability, development and prosperity.

II. On the State Visit to Germany

Wang Chao expressed that President Xi Jinping will pay a state visit to Germany from July 4 to 6. During the visit, President Xi Jinping will attend a series of state activities held by President Frank-Walter Steinmeier, including the welcoming ceremony, meetings and the welcoming dinner, and hold talks with Chancellor Angela Merkel, jointly attend signing ceremony, the opening ceremony of Panda Garden in Berlin Zoo and other activities, and jointly watch a friendly football match between youth teams of the two countries. President Xi Jinping will also attend a small-scale dinner held by Chancellor Angela Merkel. Leaders of both sides will exchange in-depth views on further deepening China-Germany political mutual trust, expanding practical cooperation in various fields, enhancing cooperation within the G20 framework and international and regional hotspot issues of common concern. Both sides will also sign important cooperation documents covering many areas.

Wang Chao pointed out that Germany is a core and major country in the EU and China's all-round strategic partner. In recent years, China-Germany relations have achieved unprecedented rapid development. This is President Xi Jinping's second visit to Germany after assuming his post as President, and is the top priority of bilateral high-level exchanges in this year, which is of great significance to further upgrade the development level of China-Germany all-round strategic partnership and promote the comprehensive development of China-EU relations. This year coincides with the 45th anniversary of the establishment of bilateral diplomatic relations and Germany will hold the G20 Summit. It is believed that President Xi Jinping's second state visit to Germany will specify new goals and depict bright blueprints for the future development of bilateral relations, and provide new impetus for advancing the construction of four major China-EU partnerships of peace, growth, reform and civilization.

III. On Attendance at the 12th G20 Summit

Li Baodong expressed that the 12th G20 Summit to be held from July 7 to 8 in Hamburg, Germany. President Xi Jinping's attendance at the summit embodies China's high attachment to G20 cooperation and China's active and constructive attitude of pushing the G20 to strengthen cooperation, jointly promote world economic growth, and improve global economic governance. During the summit, President Xi Jinping will attend all sessions, expound China's views and propositions on the world economic situation and international economic cooperation, and push forward all parties to enhance policy coordination, in a bid to jointly promote the robust, sustained, balanced and inclusive growth of world economy. President Xi Jinping will also meet with leaders of relevant countries, and exchange views on bilateral relations and international and regional issues of common concern. Prior to the summit, as the BRICS presidency of this year, China will hold the BRICS Leaders' Informal Meeting by convention, and President Xi Jinping will host the meeting and deliver an important speech.

Li Baodong pointed out that the theme of G20 Hamburg Summit is "Shaping an Interconnected world". During the summit, the world economic situation, trade, finance, digital economy, energy, climate change, development, Africa, health, refugees and immigrants, anti-terrorism and other topics will be discussed. A communiqué will be issued after the summit. Being held under the background that the world economic growth is changing for better while facing some uncertain factors, the summit has gained high attention from all parties. China actively supports Germany in successfully holding the G20 Summit, and expects the following outcomes to be achieved at the summit: first, implementing the outcomes of the G20 Hangzhou Summit; second, building an open world economy; third, jointly advancing innovative development; fourth, delivering the positive signal of solidarity and cooperation among G20 members.

Zhu Guangyao said that on the basis of extending the relevant outcomes at the Hangzhou Summit, the Hamburg Summit has set three major works in financial and capital channels. Firstly, improve the resilience of economic growth. Secondly, facilitate investment, especially those to Africa. Thirdly, advance the development of digital economy. At present, two sessions of Finance Minister and Central Bank Governors Meeting, and three sessions of Finance and Central Bank Deputies Meeting have been held in financial and capital channels, reaching the following consensus: firstly, all parties reiterated all the policy means they utilize both individually or jointly, so as to achieve robust, sustainable, balanced and inclusive goal; secondly, all parties reached agreement on a series of principles for improving the resilience of economic growth and emphasized the importance of structural reform; thirdly, all parties committed to deepening economic and financial cooperation with African countries, and to pushing forward multilateral development bank to play its role in mobilizing private capital and expanding infrastructure investment; fourthly, all parties encouraged both member states and non-member states of the G20 to take measures to implement the G20 High-Level Principles for Digital Financial Inclusion and agreed to conduct discussions on digital taxation. China will actively support and cooperate with Germany to continuously well engage in relevant works in financial and capital channels of the Hamburg Summit, making contributions to the success of the Summit.

Wang Shouwen said that at present, the world economy is presenting positive signs with further consolidation of growth momentum. However it still faces multiple severe challenges. China expects the G20 to continuously play its role as the major platform for international economic cooperation, implement the consensus reached at the Hangzhou Summit and all other successive summits, so as to chart the course for global economic development. In the field of economy and trade, China expects the Summit this time to continuously reinforce cooperation among the G20 members in trade and investment, in a bid to discover new impetus for economic growth, continuously enhance cooperation in development areas, facilitate inclusive and sustainable development and continuously send clear signals of supporting multilateral trade system, in order to build an open world economy. The Chinese side hopes to work together with Germany, the presidency state, and other parties to strive for the broadest consensus, jointly push the Hamburg Summit for positive and practical outcomes from economy and trade, and jointly establish the economic globalization featuring openness, inclusiveness, shared benefits, balance and win-win results.
