The Meeting of BRICS Ministers of Foreign Affairs Held in Beijing

On June 19, 2017, the meeting of BRICS Ministers of Foreign Affairs was held at Diaoyutai State Guesthouse in Beijing. The meeting was chaired by Foreign Minister Wang Yi and attended by Minister of International Relations and Cooperation Maite Nkoana-Mashabane of South Africa, Foreign Minister Aloysio Nunes of Brazil, Foreign Minister Sergey Lavrov of Russia and Minister of State for External Affairs Vijay Kumar Singh of India.

Wang Yi expressed that since the establishment of the BRICS cooperation mechanism ten years ago, under the strong guidance of leaders of the five countries, all parties have upheld the BRICS spirit of openness, inclusiveness, cooperation and win-win results to push BRICS cooperation to develop from scratch and from shallow to deep, gaining substantial development. The five countries' share in global economy has grown, trade and investment have increased sharply, and voices in important international financial institutions have reached a new level. The cooperation areas of the BRICS countries have been fully expanded, forming an all-round, wide-ranging and multi-level cooperation framework. The BRICS countries have intensified coordination within the UN, the G20 and other international organizations, safeguarded the unity and interests of the vast developing countries and jointly coped with global challenges.

Wang Yi pointed out that this year marks the beginning of the second decade of BRICS cooperation, and China takes over the BRICS rotating presidency. The Chinese side stands ready to work with the other four countries to continuously consolidate and enrich three cooperation pillars of political security, economy and finance, and people-to-people and cultural exchanges, actively expand cooperation in more emerging areas, push BRICS cooperation for more outcomes, in a bid to usher in the second golden decade of the BRICS. The five countries should deepen practical cooperation, promote common development, enhance global governance, jointly address challenges, conduct people-to-people and cultural exchanges, consolidate the public opinion foundation, and advance mechanism building, so as to establish more extensive partnerships.

Wang Yi stressed that the 9th BRICS Summit will be held in Xiamen this September. It is an important meeting that links the past and the future, and inherits the past and ushers the future, which will cast profound impact on the future development of BRICS cooperation. China is willing to, together with other four countries, actively make relevant preparations.

Maite Nkoana-Mashabane, Aloysio Nunes, Sergey Lavrov and Vijay Kumar Singh expressed that the BRICS countries enjoy vigorous cooperation with important achievements. The five countries should continuously uphold the BRICS spirit to push cooperation among the BRICS countries for in-depth development and play a more important role in global affairs. Speaking highly of the work China has done during its tenure as the BRICS rotating presidency, the four countries committed to fully supporting and coordinating with China to make good preparations for the 9th BRICS Summit and ensure the summit a complete success.

The five Foreign Ministers reviewed the outcomes and experience gained from the cooperation among the five countries in the past decade, and conducted in-depth discussion on the further development of BRICS cooperation, current international situation and hotspot issues. All parties agreed that the BRICS countries should push forward the unity and cooperation between emerging market economies and developing countries, safeguard and enhance the overall interests and welfares of the vast developing countries, continuously commit to maintaining international fairness and justice and promoting world peace and stability, maintain the UN's core role in international affairs, advance the political settlement of hotspot issues, jointly cope with global challenges, and make efforts to establish a new type of international relations featuring win-win cooperation. The BRICS countries should facilitate world multi-polarization and the democratization of international relations, push international orders and international systems towards a fairer and more reasonable direction, and contribute more BRICS wisdom and BRICS plans to the collective prosperity and progress for human society, in a bid to play an active and constructive role in building a community of shared destiny for all mankind.
