|Statement by Ambassador Liu Jieyi, Permanent Representative of China to the United Nations at the 70th Session of the General Assembly on Agenda Item "Report of the International Atomic Energy Agency"|
The Chinese Delegation welcomes the report of Director-General Amano on IAEA's work.
Over the past year, the IAEA has been earnestly fulfilling its mandate under its Statute, and made substantial efforts and important progress in areas of peaceful use of nuclear energy, nuclear nonproliferation and nuclear safety and security. China would like to express its appreciation for the IAEA in this regard.
As the international community gradually take a more rational attitude towards nuclear energy, development of nuclear energy maintains in general a positive trend, with nuclear technology being more wildly applied. Meanwhile, the nuclear global governance is increasingly deepening, with the universality of nuclear safeguards continuously strengthened, and global nuclear safety and security further enhanced. On the other hand, nuclear nonproliferation and security still faces grim situation, and the risks of nuclear terrorism cannot be ignored. Therefore, China hopes that the Agency will focus on the following aspects in its future work:
First, to promote peaceful application of nuclear power and technology. China encourages the Agency to actively promote technical cooperation in this area, and among others, to further assist the developing countries in enjoying the dividends of nuclear development. China looks forward to the early establishment of a modern nuclear application laboratory by the IAEA and plans to donate 2 million euros extra budgetary contribution to the ReNuAL program.
Second, to forge a more effective and impartial safeguards regime. Application of safeguards should first and foremost be objective and impartial, and at the same time take into account of its effectiveness and efficiency. China welcomes the progress made by the IAEA in strengthening its universality of the safeguards regime, and appreciates efforts by the Secretariat to clarify the State Level Concept. We hope the Secretariat could earnestly fulfill its commitments in maintaining dialogue and communication with member states on this issue by seriously responding to their concerns, in order to ensure the impartiality and effectiveness of the safeguards regime.
Third, to enhance global nuclear safety and security. China welcomes the efforts made by the IAEA to improve relevant international legal architecture, publish relevant guidelines and promote communication and cooperation in this area. We hope that the Agency continues to play a central role in the relevant international process in the post Nuclear Security Summit era. Positive results at the International Conference on Nuclear Security next year under the facilitation of the IAEA are expected.
Fourth, to play an objective and fair role in addressing hot spot nuclear issues. China appreciates the positive role played by the IAEA in bringing about the JCPOA on the Iranian nuclear issue. We support the IAEA to apply safeguards and relevant monitoring and verification measures in Iran in accordance with UN Security Council Resolution 2231 and the JCPOA. China also hopes that the IAEA strictly abides by its mandate, continue to uphold an object and fair stance and play a constructive role in promoting peaceful solution of other regional nuclear issues through dialogues and consultations.
This year marks the 60th anniversary for the creation of nuclear industry in China. With arduous efforts for six decades, substantial achievements have been made in China's nuclear development cause. China's nuclear safety, security and emergency response capacity have been further strengthened. China will continue to maintain close cooperation with the IAEA in all aspects, and make joint contributions to realize the objective of peaceful, safe and efficient use of nuclear power for all mankind.
