Foreign Ministry Spokesperson Hua Chunying's Regular Press Conference on November 1, 2013


Foreign Ministry Spokesperson Hua Chunying held a press conference on November 1, 2013.

Hua Chunying started the press conference with the following announcement:

At the invitation of Vice President Li Yuanchao, Vice President Michel Temer of the Federative Republic of Brazil will pay an official visit to China from November 4 to 10. Vice Premier of the State Council Wang Yang and Vice President Temer will co-chair the third session of the China-Brazil High-level Coordination and Cooperation Committee. Vice President Temer will also go to Macao to attend the opening ceremony of the fourth Ministerial Conference of the Forum on Economic and Trade Cooperation between China and Portuguese-speaking Countries which celebrates the 10th anniversary of the establishment of the forum.

At the invitation of Foreign Minister Wang Yi, Samura Kamara, Minister for Foreign Affairs and International Cooperation of the Republic of Sierra Leone will pay a visit to China from November 4 to 7.

Q: Secretary Meng Jianzhu of the Political and Legal Affairs Commission of the Communist Party of China (CPC) Central Committee informed the Executive Committee of the Regional Anti-Terrorist Structure of the Shanghai Cooperation Organization (SCO) of the terrorist attack on October 28. Will China enhance counter-terrorism cooperation with other SCO members?

A: The Beijing Municipal Public Security Bureau has released the initial investigation results of the "October 28" incident. The police identified this as a carefully planned, organized and premeditated violent terrorist attack. The case is still under investigation. I want to point out that the UN Security Council has listed the "East Turkistan Islamic Movement" as a terrorist organization. The organization, which is active in South, Central and West Asia, has long been colluding with many international terrorist and extremist organizations to spread violent and terrorist ideas, instigate, orchestrate and carry out terrorist activities in China. It has posed the most immediate and realistic threat to the security of China and endangered the security of other countries and the whole region.

Terrorism is the public enemy of countries throughout the world. To combat the "three evil forces", namely terrorism, extremism and separatism has always been a priority of cooperation among SCO members. Marked progress has been made to cement legal basis, establish cooperation mechanisms and carry out practical cooperation and international exchanges.

The terrorist attack on October 28 shows that terrorist forces are going out of their way to obstruct and sabotage the development and stability of SCO members. China will work with all parties to crack down on the "three evil forces" with increased efforts, so as to safeguard regional peace and stability.

Q: The Organisation for the Prohibition of Chemical Weapons (OPCW) said yesterday that Syria had destroyed all of its declared chemical weapons production and mixing facilities, and the OPCW's team of experts had inspected 21 out of 23 chemical weapons sites across the country. What is China's comment?

A: In accordance with the decision by the Executive Council of the OPCW, OPCW Director-General reported to the 34th special session of the Executive Council about the Syrian government's efforts in carrying out the decision and the verification work done by the OPCW Technical Secretariat in Syria. China is satisfied with the progress in implementing the decision and appreciates all parties' efforts to that end.

Based on a deliberation of the Director-General's report, the OPCW Executive Council will nail down a detailed destruction plan through discussion. We hope that all parties would continue to play a constructive role and draw up a feasible plan as soon as possible. We are ready to work with all parties to ensure a full and effective implementation of the decision on the destruction of chemical weapons in Syria and contribute to the political resolution of the Syrian issue.

Q: US National Security Agency is said to be monitoring China through the Australian Embassy in China. What is China's comment?

A: We have noted relevant reports and required the Australian side to make a clarification. We urge foreign diplomatic missions and personnel in China to abide by international treaties, including the Vienna Convention on Diplomatic Relations and the Vienna Convention on Consular Relations, and not to engage in activities that are inconsistent with their functions and capacities.

Leaders of the new Australian government stated that they attach importance to growing ties with China and regard China's development as an important opportunity. We hope that the Australian side will take concrete actions to follow through the consensus between leaders of the two countries and enhance the mutual trust so as to underpin China-Australia strategic partnership.

Q: It is learned that China has sent experts to join the efforts to destroy chemical weapons in Syria. Please give us more details.

A: China supports the OPCW's positive role in the destruction and verification of chemical weapons in Syria and would like to provide financial and technical support to that end. At the beginning of October, China has submitted to the OPCW a shortlist of ten experts who are ready to take part in the destruction and verification of chemical weapons in Syria upon request.

The OPCW has recently informed us of its employment of four Chinese experts for the verification mission in Syria. In accordance with relevant arrangement, these experts will soon leave for the Hague for training. China will continue to offer active support and take active part in relevant work concerning the destruction and verification of chemical weapons in Syria.

Q: The Nihon Keizai Shimbun reported on October 25 that sources from the US Department of Defence said on October 24 that the US and Japan had worked out a joint defence plan for incidents in Okinawa and the Diaoyu Islands, which detailed the manoeuvre of the Japanese Self-Defence Forces and the US army as well as the latter's role in "recapturing" the Diaoyu Islands. What is China's comment?

A: China has noted the relevant report. The US has clarified that relevant Japanese report is untrue. You may ask the US side for further information.

If there is no more question, I have one more announcement. The fifth "Love Knows No Border" international charity sale organized by the Foreign Ministry will be held on November 2 at Chaoyang Park. The theme of the sale is "Water-Source of Life: Building Water Cellars for Poor Mountainous Areas in Yunnan Province".
